Dr. Lulume Bayiga is a Ugandan physician, policy analyst, and veteran politician serving as the Member of Parliament for Buikwe South constituency. He qualified as a medical doctor at Makerere University in 1997 and later completed a Master of Policy Studies at the University of Zimbabwe, blending clinical knowledge with public policy expertise. Bayiga entered Parliament in 2008 after successfully challenging an election result and has been re-elected several times. During his tenure he has served on parliamentary committees such as Health, National Economy, Foreign Affairs, and Budget, bringing professional insight to oversight and legislation. As a longtime Democratic Party member he held leadership roles including Acting Secretary General and contested the party’s presidential nomination.
In July 2025 Dr. Bayiga departed the Democratic Party and joined the People’s Front for Freedom, a move that reinvigorated opposition politics and reflected concerns about DP leadership and strategy. He is notable beyond politics for medical leadership and entrepreneurship, having served as Deputy Director at Nsambya General Clinic and founding Kampala International Medical Centre and an associated insurance firm. Bayiga has provided development consulting and contributed to civil society initiatives such as the Uganda Medical Volunteers’ Association. Within Parliament he chaired the Parliamentary Forum on Fisheries, served as Shadow Minister of Health, and engaged in legislative forums on media and non-communicable disease matters. He remains an outspoken advocate for democratic values and policy reform across health and governance arenas.
